Phase 1: The quarry is chosen once; its karst duties last decades.
Limestone almost always sits in karst landscapes that hold springs, caves and endemic species. With national capacity far above demand, feasibility also has to answer where the cement will be sold.
What needs to be ready
1.1 Karst, forest and spatial status
Confirm the reserve lies outside protected karst landscapes and the state forest estate before applying for the mining licence area (WIUP) and spatial approval (KKPR).
According to Energy Ministry Regulation 17/2012
1.2 Karst baseline and community rights
Survey caves, springs, endemic species and downstream water users, then run free, prior and informed consent (FPIC) where the reserve sits on customary land.
1.3 Market and target intensity
New plant applications are locked in the online licensing system (OSS) except in Papua and Maluku, so feasibility has to win on intensity and haulage cost.
