Industrial stacks in a harbour area

Every tonne of steel, ready with its emissions figure.

We prepare the data European importers, PROPER and the Energy Ministry ask for at every plant phase and process unit, then bring it together on Ailesh+.

European importers now pay for your steel's emissions.

Your emissions per tonne and slag balance are reused by CBAM, PROPER and energy-management reports. Calculate them once per unit, properly, and those figures protect both your price and your rating.

Risk

Since early 2026, EU importers carry the cost of the embedded emissions in the iron and steel they buy. Without verified actual data from your plant, they fall back on default values that already include a mark-up.

30 Sep 2027, the deadline for the first declaration and certificate surrender covering 2026 imports.

According to the European Commission, 2026; HSF Kramer, 2026

Opportunity

Scrap-based EAF steel emits far less CO2 per tonne than the blast furnace route. Energy efficiency and renewable power cut both your costs and the figure importers pay for.

2.34 vs 0.69 tCO2 per tonne of crude steel, BF-BOF against scrap-EAF.

According to worldsteel, 2025

Priority

Install energy meters and continuous emissions monitoring (CEMS) per unit, set the emissions base year, then record the origin of every scrap lot and every slag buyer. That data fills importer declarations, PROPER and energy-management reports at once.

  • EU CBAM (Regulation (EU) 2023/956 as amended by 2025/2083)

definitive regime since 1 Jan 2026; certificates on sale from February 2027

Importers above 50 tonnes a year surrender certificates for embedded iron and steel emissions. An extension to downstream steel products is under negotiation.

According to the European Commission, 2026; Reed Smith, 2025; Mayer Brown, 2026

  • PROPER (Environment Ministry Regulation 7/2025)

    annual cycle

In PROPER, the national environmental performance rating, any participant under administrative sanction is rated Red, while Green and Gold are verified on site.

According to the BPK legal database; KLH/BPLH, 2025 and 2026

  • Energy management (Government Regulation 33/2023; Energy Ministry Regulation 8/2025)

    in force since March 2025

Industrial users of 4,000 tonnes of oil equivalent (TOE) a year or more must appoint an energy manager, audit at least every three years and report by 30 June.

According to the BPK legal database

From feasibility to route change, one figure per tonne.

The production route chosen at feasibility sets the emissions figure importers will read years later. Pick your phase to see what needs to be ready.

Phase 1: One route choice, decades of emissions.

The choice between blast furnace, DRI or scrap-based EAF sets the plant's emissions intensity and energy bill. Power and scrap supply around the site decide which route is realistic.

What needs to be ready

    • 1.1 Production route and CBAM exposure

Compare each route's emissions intensity, then build CBAM certificate prices into the feasibility model.

    • 1.2 Power and scrap supply

Test transformer and transmission capacity with PLN, the state utility, then map imported and domestic scrap supply around the site.

electricity accounts for about 18% of national steel-sector emissions

According to the ASEAN Centre for Energy, 2025

    • 1.3 Air, sea and coastal-village baseline

Record ambient air, seawater quality, fishing lanes and vulnerable groups around the site before land is cleared.

Phase 2: The cheapest efficiency is built into the drawings.

The environmental impact assessment (AMDAL), the emissions and wastewater technical approvals and the hazardous-waste store specification all cite the same drawings. Heat recovery and closed water circuits cost far less to add now than to retrofit once the furnace is lit.

What needs to be ready

    • 2.1 Unit-by-unit AMDAL and parallel approvals

Write the environmental management and monitoring plan (RKL-RPL) unit by unit, from stockpile to jetty, and fix CEMS points on every main stack.

According to Government Regulation 28/2025 and Environment and Forestry Ministry Regulation 13/2021

    • 2.2 Energy and water design against the green standard

Design furnace gas recovery, scrap preheating and closed-loop cooling against the Green Industry Standards (SIH) for steel.

According to Industry Ministry Regulations 12/2023, 41/2024 and 45/2024

    • 2.3 LCA and EPD from the design stage

Set up a per-unit data inventory so one figure serves buyers' environmental product declarations (EPDs) and CBAM embedded emissions, precursors included.

Phase 3: The compliance record starts before the furnace is lit.

Piling and jetty works bring sediment and complaints before a single tonne of steel is made. Stacks already fitted with CEMS ports shorten the trial runs in the next phase.

What needs to be ready

    • 3.1 Settling ponds and seawater quality

Build settling ponds before land is cleared, then record seawater quality around the jetty as the operating reference.

    • 3.2 CEMS ports and meters fitted during the build

Fit sampling ports on stacks, a flow meter at the wastewater outlet and electricity meters per panel as construction goes.

    • 3.3 Contractor workers and safety

Apply the occupational safety management system (SMK3), record contractor wages and hours, and keep community grievances apart from worker grievances.

      According to Government Regulation 50/2012

Phase 4: Your first-year figures become your CBAM figures.

Importer declarations, energy-management reports and the intensity PROPER rates all refer to the base year recorded now. Validated CEMS and per-unit meters make that figure verifiable by a third party.

What needs to be ready

    • 4.1 Operating certificates (SLO) and CEMS on SISPEK

Finish trial runs of the wastewater plant and emission controls, then connect main-stack CEMS to SISPEK, the ministry's monitoring network, before the trial period ends.

According to Environment and Forestry Ministry Regulations 5/2021 and 13/2021

    • 4.2 Per-unit greenhouse gas inventory

Calculate Scope 1 from coke, coal, gas, lime and electrodes, and Scope 2 from electricity, for every process unit.

    • 4.3 Energy manager and first audit

Appoint an energy manager, then set kWh per tonne at the EAF and GJ per tonne at the reheating furnace as benchmarks.

mandatory from 4,000 TOE a year

According to Energy Ministry Regulation 8/2025

Phase 5: Energy, slag and water decide rating and price.

Evidence of energy efficiency, slag use and water balance decides the step up to Green, and a CBAM verifier checks the same energy data.

1 iron and steel company has held a Green PROPER rating three years running.

According to Warta Ekonomi, 2026

What needs to be ready

    • 5.1 Slag and mill scale as products

Use slag and mill scale under the hazardous-waste exemption conditions, and route the rest through the hazardous-waste store with electronic manifests.

According to Government Regulation 22/2021, Annex XIV

    • 5.2 Auditing significant energy uses

Audit the EAF, reheating furnace, compressors and rolling, then carry out the recommendations within three years.

550 vs >800 kWh per tonne, electric against gas-fired rolling and finishing

According to the ASEAN Centre for Energy, 2025

    • 5.3 Verified embedded emissions for importers

Prepare actual emissions per product, including precursors such as hot metal and billet, so importers don't fall back on default values.

Phase 6: Changing route means a new permit and clean ground.

Moving to DRI-EAF lowers emissions intensity, especially when the power comes from renewables. That change in feedstock and capacity requires an amended Environmental Approval and remediation of the old units' ground.

up to 64% lower than the blast furnace, for natural-gas DRI on renewable power.

According to the ASEAN Centre for Energy, 2025

What needs to be ready

    • 6.1 Amending the Environmental Approval

File the addendum before the retrofit starts, since changing feedstock or capacity without amending the permit can now be fined.

According to Government Regulation 22/2021, Annex V, and Environment Ministry Regulation 6/2026

    • 6.2 Base year and CBAM recalculated

Update CEMS points for the new stacks and recalculate embedded emissions per product, so the reduction shows up in importer declarations.

    • 6.3 Remediating the old units' ground

Clean up contaminated slag-yard and pickling ground until it is formally declared complete, then keep monitoring the groundwater.

According to Environment and Forestry Ministry Regulation P.101/2018

Typical facility illustration; not a specific site.

One per-tonne figure for importers and regulators.

Without a single source, production, energy and sustainability teams calculate emissions per tonne with different numbers, and the gap surfaces at verification. Ailesh+ brings it together: meters and CEMS through IoT, energy in Energy+, emissions and scrap supplier data in Carbon+, and slag and EAF dust in Waste+. PROPER+ and ESG+ then build your reports from that same source.
