Utility and cooling systems on a factory roof

Lower energy bills, higher buyer confidence.

We prepare the energy, emissions and waste data per unit of product that regulators, PROPER and global buyers ask for at every plant phase, then bring it together on Ailesh+.

Buyers, the energy ministry and PROPER want the same figures.

Energy per unit, emissions per tonne of component and the hazardous-waste balance all come from the same data. Measure once, properly, and you cut cost while protecting export contracts.

Risk

EU importers now carry the CBAM cost on steel and aluminium, and an extension to downstream goods is under negotiation. Without actual emissions data from suppliers, importers fall back on default values that are set deliberately high.

About 180 downstream steel and aluminium goods proposed by the European Commission for CBAM from 2028.

According to Mayer Brown, 2026; cbamguide, 2026

Opportunity

Energy and material efficiency cuts emissions and production cost together. Audit findings on motors, compressed air and ovens show up straight away on the power bill.

10–25% potential cut in industrial emissions from energy and material efficiency.

According to IESR, 2024

Priority

Submeter every line, set a kWh and emissions baseline per unit of product, then build a hazardous-waste balance that can be audited. That data fills energy ministry reports, PROPER and buyer questionnaires at once.

  • Energy management (Government Regulation 33/2023 and Energy Ministry Regulation 8/2025)

in force since 13 Mar 2025

Industrial users of 4,000 tonnes of oil equivalent (TOE) a year or more must appoint an energy manager, be audited at least once every three years and report by 30 June.

According to DQS, 2025; SIP Law Firm

  • PROPER (Environment Ministry Regulation 7/2025)

annual cycle, 6,070 participants targeted for 2026

Export products and a stock-exchange listing are participation criteria, and any administrative sanction during the assessment means an automatic Red.

According to the BPK legal database; KLH/BPLH, 2026

  • CBAM (Regulation (EU) 2023/956 as amended)

definitive phase since 1 Jan 2026

Importers buy certificates for the emissions embedded in imported goods. The downstream extension is still being negotiated, with the next round on 30 Nov 2026.

According to the European Commission, 2026; cbamguide, 2026

From plot to new line, one chain of data.

A plant's energy and emissions obligations are set by the machines it buys and the meters it installs. Pick your phase to see what needs to be ready.

Phase 1: Your estate and machine list set your obligations.

A plant in an industrial estate relies on the estate's environmental documents, while a stand-alone site prepares its own. Projected energy use and target markets decide whether energy management, PROPER and CBAM data apply from year one.

What needs to be ready

    • 1.1 Industrial estate or stand-alone site

A tenant of an estate that already holds an AMDAL needs a lighter document plus the estate's detailed management plan. A stand-alone site needs its own spatial approval (KKPR) and environmental documents.

According to Government Regulations 22/2021 and 28/2025

    • 1.2 Energy projection from the machine list

Estimate annual energy use before machines are bought to see whether the plant crosses the energy-management threshold.

a threshold of 4,000 TOE a year for industry

According to Energy Ministry Regulation 8/2025

    • 1.3 Market and buyer screening

Check whether your products fall under CBAM or its planned extension, and what global brands ask for in supplier questionnaires.

Phase 2: Machines are chosen once, then billed for years.

Stack points, the wastewater outlet and the hazardous-waste store must be fixed on the drawings, because their approvals now run together. Motor class and compressed-air pressure belong in the purchase specification, well before the first energy audit.

What needs to be ready

    • 2.1 Environmental and technical approvals in parallel

File both for every boiler, oven and genset stack and every wastewater outlet. A tenant discharging to the estate's treatment plant is exempt from the wastewater approval.

      According to Government Regulation 28/2025

    • 2.2 Efficiency in the purchase documents

Make efficient motors with variable speed drives, a leak-free compressed-air network, efficient chillers and oven heat recovery conditions of purchase.

    • 2.3 Treatment plant and waste store on the drawings

Design pretreatment for chromium, nickel and zinc, closed-loop cooling and a hazardous-waste store that meets the permit specification.

According to Environment Ministry Regulation 3/2010 and Environment and Forestry Ministry Regulation 6/2021

Phase 3: Submeters go in with the machines.

Meters fitted per line during installation let you measure kWh per unit from the first production run. Dust, noise and contractor waste this year are also read at your first PROPER assessment.

What needs to be ready

    • 3.1 Submeters per line and utility

Fit electricity meters per line, gas meters per oven and boiler and water meters per process, then test utilities against design figures before production.

    • 3.2 Construction monitoring and waste

Monitor dust, noise and runoff every semester, and keep contractors' used oil and paint in the hazardous-waste store under an electronic manifest.

According to Environment and Forestry Ministry Regulation 6/2021

    • 3.3 Contractors, safety and neighbours

Require an occupational safety management system (SMK3), lawful wages and a grievance channel for contractor workers and neighbours.

      According to Government Regulation 50/2012

Phase 4: First-year figures become the benchmark for every audit.

The first stack, genset and effluent tests decide the operating certificate (SLO), while submeters produce the energy and emissions baseline per line. Every later energy audit, PROPER assessment and buyer questionnaire is compared against it.

What needs to be ready

    • 4.1 Operating certificate before the trial ends

Complete compliance tests, then apply for the certificate; discharging emissions or wastewater without it after the trial period is prohibited.

According to Environment and Forestry Ministry Regulation 5/2021

    • 4.2 Energy baseline and energy manager

Record kWh per unit on every line from the first month, appoint an energy manager and prepare the first report by 30 June of the following year.

According to Energy Ministry Regulation 8/2025

    • 4.3 Base-year emissions and supplier data

Calculate Scope 1, 2 and 3 from boilers, grid power, materials and logistics, in the same structure buyer questionnaires use.

Phase 5: The same audit lowers the bill and raises the rating.

One submeter record can cut the bill, prove efficiency for PROPER and give importers actual emissions data. The energy audit is required at least once every three years, and its recommendations must be carried out.

8.42 million tCO2e cut by 410 entities reporting energy management in 2023.

According to the Ministry of Energy and Mineral Resources, 2024

What needs to be ready

    • 5.1 Compressed air, motors and chillers

Fix compressed-air leaks, fit variable speed drives and optimise chillers, then measure the result against the first-year baseline.

    • 5.2 From Blue towards Green

Build evidence on an environmental management system, critically reviewed LCA, energy and water efficiency, and hazardous-waste reduction.

only 4.6% of PROPER 2024–2025 participants reached Green

      According to KLH/BPLH, 2026

    • 5.3 Actual data for importers and buyers

Supply specific emissions per product so importers do not fall back on default values; the first CBAM deadline for 2026 imports falls on 30 September 2027. For listed companies, PSPK 1 and 2, Indonesia's IFRS S1 and S2-based standards, phase in from 2027.

According to NUS Consulting, 2026; IAI, 2025

Phase 6: New lines change permits, retrofits change figures.

Adding a line, oven or boiler changes capacity and emission sources, so the permits must be updated before the machines arrive. Utility retrofits and a second solar phase lower the kWh per unit you report to buyers.

What needs to be ready

    • 6.1 Amending the Environmental Approval

File an addendum and new technical approvals before an extra line, oven or boiler starts running; changes made without amending the permit draw administrative fines.

According to Government Regulation 22/2021 and Environment Ministry Regulation 6/2026

    • 6.2 Retrofits and renewable power

Carry out deferred audit recommendations within three years, add rooftop solar and cover the remaining grid power with PLN renewable energy certificates (RECs).

According to Energy Ministry Regulation 8/2025

    • 6.3 Lines closed or relocated

Negotiate the change with workers early, prepare data on affected staff and retraining, then restore contaminated soil before the land is released.

According to Environment and Forestry Ministry Regulation P.101/2018

Typical facility illustration; not a specific site.

One data source for regulators, PROPER and buyers.

Without a single source, production, utilities and HSE teams copy kWh, manifests and emissions into different formats for every report. Ailesh+ brings it together: submeters feed Energy+ through IoT, emissions and supplier data sit in Carbon+, hazardous waste and water in Waste+, and community programmes in Social+. PROPER+ and ESG+ then build your reports from that same source.
