A facility building with a light facade

Clean from cleanroom to outfall.

We prepare the HVAC energy, hazardous waste and effluent data PROPER, regulators and buyer auditors ask for at every phase of your plant, and bring it together on Ailesh+.

One data set for PROPER, regulators and buyers.

AHU sub-meters, the hazardous-waste balance and effluent test results are reused by every obligation. Set up from the design stage, that data cuts energy cost and makes audits easier.

Risk

WHO guidance makes antibiotic residues in effluent a reference for regulators and medicine buyers, yet national standards set no limit per substance. At home, PROPER participants under an administrative sanction are rated Red automatically.

0.05 µg/L default target concentration for antibiotics in plant effluent.

According to the AMR Industry Alliance, 2022

Opportunity

Cleanroom HVAC is the largest energy user in a pharma plant. Turning air supply down outside production hours can cut the bill, provided each change is validated under GMP.

±65% of a pharmaceutical facility's energy goes to HVAC.

According to LBNL/ENERGY STAR, 2008

Priority

Sub-meter every AHU and chiller, set an effluent residue baseline per line, and tidy up the hazardous-waste balance. That data fills PROPER, energy management reports and buyer audits at once.

  • PROPER (Environment Ministry Regulation 7/2025)

    annual cycle

A Green rating requires an environmental management system, LCA, and energy and water efficiency.

According to the BPK legal database; KLH/BPLH, 2025

  • Energy management (Government Regulation 33/2023 and Energy Ministry Regulation 8/2025)

ministry regulation in force since 13 Mar 2025

Plants using 4,000 TOE a year or more must run an energy management system, appoint an energy manager and report to the energy ministry.

According to the BPK legal database; pasal.id

  • Hazardous waste (Government Regulation 22/2021 and Environment and Forestry Ministry Regulation 6/2021)

in force since 1 Apr 2021

Hazardous waste generated at 50 kg a day or more may be stored for at most 90 days before it goes to a licensed party.

Your HVAC bill is set when the zoning is drawn.

Cleanliness grades, air changes and the effluent plant design lock in energy cost and effluent risk for the life of the plant. Pick your phase to see what needs to be ready.

Phase 1: Raw water and receiving river are chosen with the site.

A pharma plant depends on stable raw water, power that must never fail and a river that receives its effluent. Figures recorded before the plant exists become the reference for PROPER and buyer audits.

What needs to be ready

    • 1.1 Raw water for purified water

Map the source, quality and water-use licence before the RO and distillation systems are designed.

According to Government Regulation 30/2024 and Public Works Ministry Regulation 2/2024

    • 1.2 Receiving-river baseline

Measure active-ingredient residues upstream and downstream of the planned outfall so the plant's contribution can be isolated later.

      According to WHO, 2024

    • 1.3 Environmental document screening

Secure the spatial approval (KKPR) and the document type set by Amdalnet screening, since API plants using large volumes of solvent usually need a full environmental impact assessment (AMDAL).

      According to Government Regulation 28/2025

Phase 2: GMP zoning and the energy bill are drawn together.

Cleanliness grades, air change rates and pressure differentials set the HVAC load for the life of the plant. The environmental documents, technical approvals and effluent plant design are processed in this same phase.

What needs to be ready

    • 2.1 Efficient HVAC from the first drawing

Design variable air volume, out-of-hours setbacks and heat recovery together with the cleanroom zoning.

HVAC energy fell 30–50% after a switch to variable air volume at one research facility

      According to LBNL/ENERGY STAR, 2008

    • 2.2 An effluent plant with an advanced stage

Biological treatment alone does not hold back enough antibiotic residue, so plan ozone, activated carbon or membranes at the design stage.

    • 2.3 A hazardous-waste store by waste type

Design separate storage for expired products, laboratory solvents and cytotoxic waste, and put the specification into the Environmental Approval.

According to Environment and Forestry Ministry Regulation 6/2021

Phase 3: Meters go in while the ducts are still open.

Sub-meters on each AHU, chiller and purified-water system are cheapest to fit during installation. The IQ, OQ and PQ qualification already under way can record each room's energy baseline at the same time.

What needs to be ready

    • 3.1 Sub-meters per utility

Fit electricity meters on every AHU, chiller, compressor and purified-water system before the ceilings close.

energy monitoring and control saves around 5% or more

      According to LBNL/ENERGY STAR, 2008

    • 3.2 Baseline during qualification

While air change rates and pressure differentials are tested, log the AHU's power use too as a later reference.

    • 3.3 Effluent plant trial

Run the plant on a load that mimics active-ingredient residues before the first batch, within the trial period set by the technical approval.

According to Environment and Forestry Ministry Regulation 5/2021

Phase 4: The first year becomes the reference for every report.

Energy intensity per batch, effluent residues and base-year emissions are set here. Meters recording from the first batch make those figures auditable by regulators and buyers.

What needs to be ready

    • 4.1 Operating certificates for effluent and emissions

Apply for the operating certificate (SLO) after trial runs of the effluent plant and boiler, since discharging without one is prohibited once the trial period ends.

According to Environment and Forestry Ministry Regulation 5/2021

    • 4.2 Energy and greenhouse gas baseline

Set energy indicators per AHU and chiller, then calculate Scope 1 from boilers, generators and refrigerant and Scope 3 from imported APIs.

According to Energy Ministry Regulation 8/2025 and Presidential Regulation 110/2025

    • 4.3 Entering PROPER and buyer audits

Prepare your first environmental monitoring report (RKL-RPL), the hazardous-waste balance and evidence for Pharmaceutical Supply Chain Initiative (PSCI) audits by multinational buyers.

Phase 5: Evidence of efficiency separates Green from Blue.

PROPER Green and Gold assess evidence of energy, water and waste efficiency, while the same figures cut HVAC cost. Investors and buyers read that data in tenders and in PSPK reports, Indonesia's version of IFRS S1 and S2.

2 of 39 PROPER Gold winners in 2024–2025 came from the pharmaceutical industry.

What needs to be ready

    • 5.1 HVAC recommissioning

Check setbacks, air change rates and duct leakage, then carry out energy audit recommendations on schedule.

a 1.1-year payback at one facility

      According to LBNL/ENERGY STAR, 2008

    • 5.2 Hazardous waste and expired stock

Reduce it through FEFO rotation and solvent recovery, then send the rest to a licensed treater under an electronic manifest.

According to Environment and Forestry Ministry Regulation 6/2021

    • 5.3 Antibiotic residues and the EU market

Keep residues below PNEC-based targets, and estimate your cost exposure under the EU Urban Wastewater Treatment Directive if you supply medicines to Europe.

According to WHO, 2024; Directive (EU) 2024/3019

Phase 6: A new line reopens the old permit.

An extra sterile line, an API plant or an HVAC retrofit changes capacity, feedstock and waste loads. A retired line also leaves expired stock and solvent tanks that must be handled as hazardous waste.

What needs to be ready

    • 6.1 Permit amendments before a new line

File the amendment before new capacity, a new production technique or new feedstock comes into use, since changes not reflected in your permits can now draw a fine.

According to Government Regulation 22/2021 and Environment Ministry Regulation 6/2026

    • 6.2 A domestic API plant

Compare the carbon footprint of local and imported APIs, then prepare the AMDAL and emission approval for solvents and VOCs.

    • 6.3 Retiring a line

Destroy expired stock through a licensed treater, clean the solvent tanks and remediate contaminated land until it is declared complete.

According to Environment and Forestry Ministry Regulation P.101/2018

From AHU sub-meters to the PSPK report.

Without a single source, engineering, HSE and sustainability teams compile energy, waste and effluent figures in a different spreadsheet every year. Ailesh+ brings them together: IoT sub-meters feed Energy+, refrigerant and API supplier data go into Carbon+, and hazardous waste and water sit in Waste+. PROPER+ and ESG+ then build your PROPER and PSPK reports from that same source.
