From reformer to jetty, every figure ready for audit.

We prepare the data European importers, PROPER and inspectors ask for across your fertiliser, petrochemical or oleochemical plant, and bring it together on Ailesh+.

Importers, inspectors and investors read the same meters.

Reformer data, CEMS readings and the hazardous-waste balance get reused by every obligation. Record them once, properly, and compliance costs fall while market access holds.

Risk

Since 1 January 2026, European importers carry the cost of embedded emissions in ammonia, urea and hydrogen, and the figure comes from the plant of origin. At home, fertilisers are among the first subsectors being prepared for mandatory emissions trading.

€75.36 per tonne of CO2, the CBAM certificate price set for the first quarter of 2026.

According to the European Commission via Legal 500, 2026; Fortune Indonesia, 2025

Opportunity

Gas is an ammonia plant's largest cost and largest emission source. The gap between the global average and the best technology is still wide, and every GJ saved brings both down.

41 vs 28 GJ per tonne of ammonia, global average against the best gas technology.

According to the IEA, 2021

Priority

Meter every unit before commercial production, tag LDAR components as the pipes go in, and log spent catalyst from start-up. That data fills importer requests, PROPER documents and PSPK reports at once.

  • EU CBAM

definitive period since 1 Jan 2026; first declaration due 30 Sep 2027

Ammonia, urea, nitrogen fertilisers and hydrogen are covered, and hydrogen has no 50-tonne threshold.

According to the European Commission; CBAM Guide, 2026

  • Fertiliser emission standards (Environment and Forestry Ministry Regulation P.17/2019)

in force since 16 Apr 2019

CEMS is mandatory at the prilling tower, nitric and sulphuric acid units and boilers of 25 MW and above, connected to SISPEK, the national online emissions system.

According to the BPK legal database

  • Carbon pricing (Presidential Regulation 110/2025; Environment Ministry Regulation 7/2026)

in force 10 Oct 2025, implementing rule June 2026

Businesses submit an annual emissions inventory by March.

According to the BPK legal database; Veritask, 2026

From coastal site to new train, one chain of data.

Intensity per tonne of ammonia or ethylene is locked in at the design drawings, then proven by the meters installed at commissioning. Pick your phase to see what needs to be ready.

Phase 1: Emissions intensity is settled before the first pile goes in.

Ammonia plants and crackers sit on the coast near gas and a jetty, so the sea and fishing villages become lifelong reference points. The reformer technology chosen here sets the tonnes of CO2 per tonne of product that importers will later read.

What needs to be ready

    • 1.1 Technology and carbon exposure

Calculate intensity per tonne for each technology option, then test it against CBAM certificate prices and the emissions cap being prepared for industry.

1.8 vs 0.1 t CO2 per tonne of ammonia, best gas reformer against a reformer with CCS

      According to the IEA, 2021

    • 1.2 Marine, coastal and village baseline

Survey seawater, mangroves, reefs and endemic species around the planned outfall and jetty, then map fishing villages before any dredging.

    • 1.3 AMDAL and hazard zones

Ammonia, petrochemical and chlor-alkali plants need a full environmental impact assessment (AMDAL), and the major-hazard study sets how far ammonia tanks sit from homes.

According to Environment and Forestry Ministry Regulation 4/2021

Phase 2: CEMS, flare and waste store are fixed on the drawings.

The AMDAL and the technical approvals for emissions, wastewater and hazardous waste are filed in parallel and cite the same P&IDs. Energy, water and fugitive emissions are cheapest to cut while columns and compressors are still drawings.

What needs to be ready

    • 2.1 AMDAL and technical approvals in parallel

Write the environmental management and monitoring plan (RKL-RPL) unit by unit, from reformer to jetty, and include the receiving water's assimilative capacity in the wastewater study.

the Environmental Approval is issued within 93 working days in a normal case

According to Government Regulation 28/2025 and Environment and Forestry Ministry Regulation 5/2021

    • 2.2 CEMS and online wastewater monitoring on the drawings

Fix CEMS points at the prilling tower, acid units and large boilers, plus online wastewater monitoring (SPARING) at the treatment outlet where required.

According to Regulation P.17/2019 and P.93/2018 as amended by P.80/2019

    • 2.3 Energy and water efficiency from the design

Lock heat integration, waste-heat recovery and water recycling into the P&IDs, because design figures become the energy-management baseline.

According to Ministry of Industry Regulation 11/2023 and Government Regulation 33/2023

Phase 3: Sea monitored and valves tagged from day one.

Jetty dredging, reactor-module haulage and hot work near tanks are the biggest risks of the construction year. The seawater records and component lists made now become the reference for as long as the plant runs.

What needs to be ready

    • 3.1 Jetty dredging and outfall

Monitor seawater quality, mangroves and reefs during dredging, then compare the results with the baseline.

    • 3.2 Module haulage and contractor workers

Set load limits, escorts and travel hours for reactor modules, then record contractor wages, working hours and grievances.

Indonesia's zero-overload rule for trucks (Zero ODOL) applies with no tolerance from 1 January 2027

      According to Bisnis.com, 2026

    • 3.3 LDAR component tagging

Tag valves, flanges and pump seals as the pipes go in, so the first-year leak survey has something to compare against.

Phase 4: Year-one figures are read by importers and regulators for years.

MMBTU per tonne of ammonia, process CO2 and outlet COD load this year become the reference for every later report. Meters, CEMS and online wastewater monitoring connected before commercial production make those figures verifiable.

What needs to be ready

    • 4.1 Operating certificate and CEMS on SISPEK

Apply for the operating certificate (SLO) after trial runs, send hourly CEMS data to SISPEK and report outages within 48 hours.

According to Environment and Forestry Ministry Regulations 5/2021 and 13/2021

    • 4.2 Baseline GHG inventory and process CO₂

Separate reformer, flare and boiler emissions from process CO2 not absorbed into urea, unit by unit. The inventory report is due by March every year.

According to Presidential Regulation 110/2025 and Environment Ministry Regulation 7/2026

    • 4.3 Energy manager and per-unit baseline

Appoint a certified energy manager and record energy per unit, since the annual report to the Energy Ministry draws on these figures.

energy management becomes mandatory from 4,000 TOE a year

According to Government Regulation 33/2023 and Energy Ministry Regulation 8/2025

Phase 5: Gas efficiency lifts your rating and cuts cost at once.

A Green rating demands measured evidence of energy efficiency, water conservation, hazardous-waste 3R and biodiversity, and the same records fill importer requests and investor reports.

4.6% of PROPER 2024–2025 participants reached Green.

According to KLH/BPLH, 2025

What needs to be ready

    • 5.1 From Green towards Gold

Build evidence on LCA, energy and water efficiency, hazardous-waste reduction, coastal biodiversity and SROI for fisher programmes.

According to Environment Ministry Regulation 7/2025

    • 5.2 Routine LDAR and minimal flaring

Survey valves monthly and connectors each semester, then recover routine relief gas.

valve leaks fall 87–96% at a 500 ppm threshold

According to the US EPA, 2007

    • 5.3 Actual data for importers and PSPK

Prepare verified embedded emissions per tonne, precursors included, before importers file their first declaration. For listed companies, PSPK 1 and 2, Indonesia's adoption of IFRS S1 and S2, phase in from 2027.

According to the European Commission; IAI, 2025

Phase 6: Blue ammonia changes your permit, your market and your numbers.

A new train, a CO2 capture unit or low-carbon hydrogen changes the plant's capacity and feedstock. Every one of those changes needs an amended Environmental Approval before construction starts.

What needs to be ready

    • 6.1 Amending the Environmental Approval

File the addendum before a new train or capture unit is built, because changing operations without amending the permit now draws an administrative fine.

According to Government Regulation 22/2021 Annex V and Environment Ministry Regulation 6/2026

    • 6.2 CO₂ capture as a mitigation action

Register CO2 capture and use in the national climate registry (SRN PPI), then re-verify embedded emissions per tonne for importers.

      According to Presidential Regulation 110/2025

    • 6.3 Retiring old units

Empty the hazardous-waste store, restore contaminated land under an approved plan and prepare redeployment for operators.

According to Environment and Forestry Ministry Regulation P.101/2018

One source of data for PROPER, importers and PSPK.

Production, HSE and sustainability teams often copy the same reformer figures into different documents, and every copy leaves room for a mismatch at verification. Ailesh+ brings it together: CEMS and meters via IoT, energy in Energy+, emissions and process CO2 in Carbon+, catalyst and water in Waste+, coastal habitats in Biodiv+, village programmes in Social+. PROPER+ and ESG+ then build your reports from that same source.
