Talk to us

Take from the ground, give back with proof.

We prepare the data the energy ministry (ESDM), PROPER and buyers ask for at every phase of your mine, smelter and captive power plant, and bring it together on Ailesh+.

Regulators, buyers and lenders now read the same data.

Mine water, topsoil, smelter energy and community grievance data get reused by every obligation. Collect them once, properly, and you cut closure costs while keeping finance within reach.

Risk

Permit holders who have not placed their reclamation guarantees have already had permits suspended, and some face revocation. In export markets, ferronickel has been covered by the EU's carbon border mechanism (CBAM) since early 2026.

Rp35 trillion in reclamation and post-mining guarantees already placed by permit holders.

Opportunity

A smelter's power source sets its carbon footprint per tonne, the figure buyers and lenders now ask for. Furnace efficiency and cleaner supply bring cost and emissions down together.

≈60 vs 28.7 tCO2 per tonne of nickel, coal-captive smelters against a producer running on 30% renewables.

According to IEEFA, 2024

Priority

Set your water, biodiversity and social baselines before clearing, install meters before production, then plan reclamation you can prove. That data fills the annual work plan (RKAB), PROPER and PSPK reports at once.

  • Reclamation and closure (Energy Ministry Decree 344.K/MB.01/MEM.B/2025)

in force since 23 Oct 2025

New technical guidelines for land and marine reclamation; the post-mining guarantee must be fully placed two years before the production licence expires.

According to the Energy Ministry via Meridian Hukum, 2025; IESR, 2024

  • PROPER (Environment Ministry Regulation 7/2025)

    annual cycle

Mine land damage control is part of the compliance rating.

According to the BPK legal database

  • EU CBAM

    definitive since 1 Jan 2026

Ferronickel (CN 7202 60) is a covered good, so EU importers report its embedded emissions.

According to the European Commission, 2026; CBAM Guide, 2026

Closure costs are decided at exploration.

Reclamation guarantees are calculated from plans made before production, and PROPER reads your data from the first year. Pick your phase to see what needs to be ready.

Phase 1: Pit location and power source are locked in here.

Forest boundaries, pit location and the choice of power plant are the costliest decisions in a mine's life. Baselines recorded now become the reference for reclamation and PROPER until closure.

What needs to be ready

    • 1.1 Forest area and spatial status

Map forest functions and spatial approval (KKPR) inside the licence area (WIUP), then estimate the forest-use levy before drilling.

According to Forestry Ministry Regulation 14/2025

    • 1.2 Nature and village baseline

Survey flora, fauna, rivers and surrounding villages before any disturbance, and run FPIC where customary land is involved.

According to IFC Performance Standards 6 and 7

    • 1.3 Energy and carbon scenarios

Calculate tCO2 per tonne of product for each supply option: captive coal, the PLN grid or renewables.

Phase 2: One set of figures for permits, guarantees and lenders.

The AMDAL, technical approvals, reclamation plan and community development plan all cite the same design figures. Lenders using IFC standards read them too, so it pays to calculate them once, properly.

What needs to be ready

    • 2.1 AMDAL unit by unit

Cover the pit, waste dump, settling ponds, smelter, power plant and jetty in one AMDAL, with pond design based on acid-forming rock tests.

      According to Government Regulation 22/2021

    • 2.2 Reclamation plan and guarantee

File the reclamation plan as soon as the mining business licence (IUP) is issued; the first five years' guarantee is placed in full once the plan is approved.

According to Energy Ministry Decree 344.K/MB.01/MEM.B/2025

    • 2.3 Community development master plan

Build the mandatory community development programme (PPM) with local government and residents, using indicators that can later be measured as SROI.

According to Energy Ministry Decree 1824 K/30/MEM/2018

Phase 3: Settling ponds first, land clearing second.

Sediment, dust and community complaints peak during construction. Topsoil stored properly today decides what reclamation costs years from now.

What needs to be ready

    • 3.1 Settling ponds before clearing

Build ponds and perimeter drains first, then record downstream river quality from day one.

    • 3.2 Topsoil and staged clearing

Clear land in line with the annual work plan, stockpile topsoil separately and plant cover crops on the piles.

    • 3.3 Contractors and community grievances

Set safety, wage and housing standards for contractors from the day the contract is signed, and open a grievance channel before heavy equipment arrives.

According to IFC Performance Standard 2

Phase 4: Your baseline year is set before commercial production.

Emissions intensity, wastewater load and energy use in later years will all be compared against this one. Meters and online monitors installed early make those figures auditable.

What needs to be ready

    • 4.1 Online monitoring and the operating certificate

Install continuous emission monitoring (CEMS) on stacks and online wastewater monitoring (SPARING) at the mine outlet, then obtain the operating certificate (SLO) before the trial ends.

According to Environment and Forestry Ministry Regulations 5/2021 and P.80/2019

    • 4.2 GHG baseline and energy manager

Build the base-year Scope 1, 2 and 3 inventory, and appoint a certified energy manager if the smelter uses 4,000 TOE or more a year.

      According to Government Regulation 33/2023

    • 4.3 PROPER and reclamation reporting

Prepare your first environmental monitoring report (RKL-RPL), evidence of land damage control and the annual reclamation report due on 31 January.

According to Environment Ministry Regulation 7/2025 and Energy Ministry Decree 344.K/MB.01/MEM.B/2025

Phase 5: Proof of efficiency lifts your rating and lowers your costs.

Green and Gold PROPER ratings demand evidence of energy, water and waste efficiency, along with community programmes you can measure. Ferronickel buyers, lenders and investors read the same figures.

What needs to be ready

    • 5.1 From Green towards Gold

Build evidence on LCA, energy and water efficiency, waste 3R, biodiversity and SROI for community programmes.

According to Environment Ministry Regulation 7/2025

    • 5.2 Slag and coal ash as raw material

Nickel slag and fly and bottom ash (FABA) from non-stoker power plants are listed as non-hazardous waste, so they can become construction materials under your environmental approval.

According to Government Regulation 22/2021, Annex XIV

    • 5.3 Emissions per tonne for CBAM and PSPK

Prepare embedded emissions per tonne of ferronickel for EU importers, and Scope 1, 2 and 3 disclosure for listed companies from the 2027 reporting period.

According to the European Commission, 2026; IAI, 2025

Phase 6: The mine closes; the land keeps its value.

Recovered land can become forest, farmland or a solar plant, and the licence area can only be returned once reclamation is judged successful. The post-mining guarantee must be fully placed two years before the production licence expires.

According to the Energy Ministry via Meridian Hukum, 2025

What needs to be ready

    • 6.1 Reclamation success you can prove

Monitor revegetation with satellite imagery and camera traps until the site's success criteria are met.

    • 6.2 Worker and village transition

Prepare the workforce reduction schedule, reskilling and the handover of community programmes to village government or cooperatives.

According to IFC Performance Standard 2

    • 6.3 Carbon units from revegetation

Record revegetation and reforestation as mitigation actions whose carbon units enter the national registry.

      According to Presidential Regulation 110/2025

One source of data for PROPER, investors and buyers.

Mine water, smelter energy, revegetation and village programme data usually sit in each department's own spreadsheets, so figures in your PROPER and investor reports may not match. Ailesh+ brings it together: smelter and power plant energy in Energy+, emissions in Carbon+, mine water and slag in Waste+, revegetation in Biodiv+ and community programmes in Social+. PROPER+ and ESG+ then build your reports from that same source.
